This way we can lok up characters in ut8 strings in GP.
Do you aim for a specific version of the Unicode standard?

This script only implements UTF-8 encoding/decoding only, not Unicode.
There are strict ("UTF-8", with the hyphen) and lax (commonly called "utf8") ways.

Does it support cp=0 in any way?
